Program Governance

EOCF is governed by the Policy Council, Board of Directors, and its executive management team. The Policy Council and Board of Directors play a critical role in program governance, as mandated by Head Start and ECEAP performance standards. Both groups represent a wealth of experience, talent, and dedication to EOCF's mission, vision, and values.

Policy Council

EOCF's Policy Council (PC) consists of parent and guardian representatives from EOCF's centers. PC members lend their voices in making decisions about program design, personnel, budgets, agency operation, and program quality. In addition, PC offers opportunities for its members to attend state and national level conferences that focus on advocacy and early childhood education. Board of Directors

EOCF's Board of Directors is a continuing body made up of community members who have an interest in and a commitment to overseeing the management of EOCF. The board is responsible for ensuring compliance with EOCF's Articles of Incorporation and By Laws. The board hires, supervises, and directs the work of the Executive Director. The board's membership includes the business, legal, educational, financial, and social services communities of EOCF's service area and also has representatives who are parents whose children and families received services from EOCF in the past.
